THE PARISH COUNCIL

WHO ARE WE?
THE VILLAGE
Shawbury is a thriving village in the heart of Shropshire, mid way between Shrewsbury and Market Drayton with a population of approximately three thousand, which includes members of the armed forces and their families based at the local RAF camp situated on the outskirts of the village. There is an excellent relationship with the RAF and a representative from the base sits on the Parish Council as an ex-officio member. The base is the National training centre for Helicopter Air Crew, Air Traffic Controllers and Flight Operations Personnel for all three services.
The village has a few retail outlets and two public houses. The Post Office has closed recently and has been replaced with an Outreach Office operating on one day each week from a base in the Village Hall, which has excellent accommodation for community use. There is a well-used Church in the centre of the village and one thriving primary school. A mobile library calls in the village twice a week and parks on the Village Hall car park.
THE PARISH COUNCIL
Shawbury Parish Council, elected by the local parishioners, is the first tier of local government and is one of 70,000 parish and town councils in England. Its role is to serve the interests of the community and improve the quality of the local environment.
The Council represents the village of Shawbury and the smaller communities around the village including Edgebolton, Muckleton and Great Wytheford. Elections are held every four years and the Council has an allocation of twelve seats.
Local Councils have powers granted by the Government, including the authority to raise money through taxation. This is known as the precept and the Council uses this money to provide a range of services including street lighting, ground maintenance, children’s play areas, litter collection, etc. The precept is at times supplemented by other money raised by the Council, including Community Infrastructure payments and grant aid from a range of providers.
The administration of the Council is handled by the Parish Clerk/Responsible Finance Officer, who is the only paid employee of the Council, with other services contracted to individuals or companies. Council Members do not receive any payment but can claim a small allowance to cover the cost of printing Council documents and travelling on Council business. Currently none of the Members make a claim.
The Council normally meets in the Village Hall at 7.00pm on the second Tuesday in the month and details of meetings, agendas and minutes are published locally and on the web site. Members of the public are welcome to attend the meetings to raise issues of interest or concern before the start of the meeting and can stay on to listen to the debate.
A few years ago a committee of local people and Councillors completed a Parish Plan and this has been used to identify the needs and aspirations of the local community. Using this as a base the Council has adopted a pro-active approach to its business and an exciting programme of
development has been taking place. This approach has been recognised by other providers and as a result since then over sixty thousand pounds has been raised in grant aid.
WHERE IS THE MONEY SPENT?
In a normal year the following is a list of the main expenses incurred by the Council:
Street Lighting; Insurance; Litter Collection; Clerk’s Salary and Expenses; Ground Maintenance; Audit; Work on the Burial Ground, Moat and Recreation Ground; Rent; Children’s Play Areas; Membership of the Local Council Association and Grants.

At the last election there were only five nominations and as a result the Council has had to co-opt an additional seven Members. The next election for Council Members will take place in May 2017. Details of the election procedure will be well publicised from March 2017.
